Abraham Lincoln The link between racial discrimination and the war on drugs exists not only in the United States but also throughout much of the world. In one country after another racial and ethnic minorities are targeted and persecuted in the name of the war on drugs. Criminal laws often focus on psychoactive drugs used by minority populations, while other more commonly used drugs are legal, and their abuse properly treated as problems for health care providers, not criminal justice systems. In most countries, racial and ethnic minorities are disproportionately targeted, arrested, prosecuted and punished for drug offenses. The reliance on incarceration as the principal means of punishment in the United States has escalated to the point that there are now more than 2 million Americans in the countrys state and federal prisons. The United States imprisons more of its citizens than any other nation in the world. Blacks, Latinos and Native Americans are over-represented throughout the U. S. prison system. However, nowhere in the criminal justice system is the disparity between the arrest, detention, conviction and sentencing of people of color and Whites more brutally obvious than in the case of the war on drugs. Racism Permeates Drug Law Enforcement. Unequal treatment of minority group members pervades every stage of the criminal justice system. Racial profiling, street sweeps, buy and bust operations and other police activities have targeted people in street level retail drug transactions in low-income communities of color. Blacks and Latinos are victimized by unfair treatment by police; by racially skewed charging and plea bargaining decisions by prosecutors; by discriminatory sentencing practices and by the failure of judges, elected officials and other criminal justice policy makers to redress the inequities that have come to permeate the system. The rate of drug admissions to state prison for black men are thirteen times greater than the rate for white men. A recent report by Human Rights Watch found that while drug use is consistent across all racial groups, Blacks and Latinos are far more likely to be arrested and prosecuted and given long sentences for drug offenses. Blacks constitute 13 percent of all drug users, but 35 percent of those arrested for drug possession, 55 percent of persons convicted, and 74 percent of people sent to prison. (1) Nationally, Latinos comprise almost half of those arrested for marijuana offenses(2) and Native Americans comprise almost 2/3 of those prosecuted for criminal offenses in federal courts. (3) The racial bias of the drug war is exemplified by the 100 to 1 disparity in prison sentences for crack versus powder cocaine. As scientists and courts alike have declared, there is no rational basis for distinguishing between crack cocaine and powder cocaine. Nonetheless, in 1994, 90 percent of persons convicted of federal crack cocaine offenses were Black, six percent Latino, and less than four percent White. Federal powder cocaine offenders were 30 percent Black, 43 percent Latino, and 26 percent White. (4) Domestically, U. S. drug policy is fueled by historical bias against racial minorities used to justify their disproportionate presence in the penal system. The impact these policies have had on social structures and political power in Black and Latino communities has been devastating. As a result of the war on drugs poor communities of color have been politically weakened by laws that disenfranchise voters for felony convictions and provide economic incentives for rural communities to embrace prisons as a form of economic development. The prevailing theory about prisons in many locales is If we build them, they will come. There is a self-perpetuating, cyclical quality to the treatment of Blacks and Latinos in the U. S. criminal justice system. Much of the discrimination visited upon these groups stems from the perceptions of criminal justice decision-makers that (1) most crimes are committed by minorities, and (2) most minorities commit crimes. Although empirically false, these perceptions cause a disproportionate share of law enforcement attention to be directed at minorities, which in turn leads to more arrests of Blacks and Latinos. Disproportionate arrests fuel prosecutorial and judicial decisions that disproportionately affect minorities and result in racial disparities in incarceration. The accumulated effect is to create a prison population in which Blacks and Latinos increasingly predominated, which in turn reinforces the misperceptions that justify racial profiling and punitive drug policies. Recommendations Affluent predominantly white suburban communities have long recognized that the drug war need not be fought only on the incarceration front. Alternatives such as drug treatment and education are mainstays of white, middle-class efforts to reduce drug abuse in their neighborhoods. A strategy centered on such demand reduction efforts makes sense: The Rand Corporation has estimated that investing an additional $1 million in drug treatment programs would reduce by fifteen times more serious crime than enacting more mandatory sentences for drug offenders. (5) But when it comes to the presence of drugs in poor communities of color, the response of policymakers is to build prisons rather than treatment facilities. If the government of the United States is truly committed to eliminating racial discrimination in the criminal justice system and fulfilling its responsibility as a party to CERD, there must be an end to racial profiling, mandatory minimum drug sentences, and civil disabilities for felony convictions. Police, prosecutors and other criminal justice decision-makers must be held accountable for their discretionary decisions. Moreover, there must be clear acknowledgement on the part of the U. S. government that the war on drugs is a failed policy that is doing more harm than good, particularly to people of color. Notes: 1. This is what I learned from two fellow college students I met while waiting in line for my hot chocolate at Late for the Train. Good thing there was a long line because they had quite the story to tell. What I got out of their story is that some people choose to live on the edge to get more fulfillment out of life, but many times that extra fulfillment just isn’t worth it. Two young college students were going home for Christmas break to visit their families in St. Louis, Illinois. Dan is a guy who spends so much time in the outdoors that the critters know him by name. He lives in the back of his pick-up unless it is so cold that his drool freezes down the side of his face. In that case he finds a friend who will let him roll out his camping pad and crash on the floor, and if he is lucky they will let him use the shower. Dan’s shoulder length hair is so curly that it looks as if he got a perm but left the curling rods in for an extra day. You could probably call him a â€Å"hippy† even though he would never refer to himself as one. Dan told me most of their story while Matt stood there and nodded every once in awhile. Matt seemed more laidback than Dan and didn’t seem to have a care in the world. He’d like to let himself think that he is adventurous, but in reality his biggest adventure is finding a gas station that’s open at 3:00am so he can pick up a bag of Cheetos. Dan and Matt decided to be adventurous so they planned to drive from Flagstaff, AZ up through Utah, and then make their way towards Illinois. They would stay in the back of Dan’s white Toyota Tacoma because he was blessed with the luxury of having a topper. This topper allowed Dan to create a home in the back of his pick-up filled with sleeping bags, a camping pad, hiking gear, dirty clothes, and old garbage from McDonald’s. As King, he must cement England’s bonds with France, and thus make his marriage to Katharine a condition of Frances’ surrender. Portia, happily, ends up marrying the gentleman that she wishes. Henry decides to â€Å"woo† the Lady Katharine, supposedly falling in love with her. According to Desmond Seward, â€Å" The King†¦was enchanted by the girl. He regarded her as the only possible bride for him, if contemporaries are to be believed† (130-131). The Great Gatsby Summary F. Scott Fitzgerald’s novel The Great Gatsby takes place among the New York elite during the Roaring Twenties. The story, told from the perspective of a naà ¯ve young narrator, focuses on a mysterious millionaire, the woman he loves, and the self-absorbed denizens of their wealthy neighborhood. Chapters 1-2 Nick Carraway, a World War I veteran and recent Yale graduate from the Midwest, moves to New York in the summer of 1922 to work as a bond salesman. He rents a small home on Long Island in the neighborhood of West Egg, which is largely populated by wealthy, self-made men. Nick is intrigued by Jay Gatsby, who lives in the lavish mansion next door. Gatsby is a mysterious recluse who throws massive parties but never makes an appearance at any of them. Across the bay, a distance away but directly across from Gatsby’s dock, there is a green light that seems to draw Gatsby’s attention. After settling in, Nick drives to the other side of the bay to the mirroring neighborhood of East Egg, where his flapper cousin Daisy Buchanan lives. Daisy is married to the arrogant and mean-spirited Tom Buchanan, a former college classmate of Nicks. Nick discovers that Daisys dock is the source of the green light. Daisy introduces Nick to her friend Jordan, a professional golfer who gives Nick a crash course in their social circle. Nick also learns that Tom is unfaithful to Daisy. Tom has a mistress named Myrtle Wilson who lives in the â€Å"valley of ashes- the stretch of land between West Egg and New York City, where poor workers live surrounded by industrial waste. Despite this new knowledge, Nick goes with Tom to New York City, where they attend a party at the apartment Tom stays in with Myrtle for their assignations. The party is hedonistic and crass, and the evening quickly devolves into a violent fight between Tom and Myrtle. After Myrtle repeatedly brings up Daisy, Toms barely concealed anger bubbles up and he hits Myrtle until he breaks her nose. Chapters 3-4 Nick finds himself at one of Gatsby’s parties, where he runs into Jordan and finally meets Gatsby himself. Both Jordan and Nick are taken aback at how young Gatsby is, and Nick is particularly surprised to realize that he and Gatsby served in the same division during the war. This shared history seems to generate unusual friendliness in Gatsby towards Nick. Jordan tells Nick what she knows of Gatsby’s past. She explains that, when Gatsby was a young military officer preparing to fight in Europe, Daisy was part of a group of debutantes doing volunteer work alongside the soldiers. The duo shared a flirtation, Gatsby fell in love, and Daisy promised to wait for him to return from the war. However, their different social backgrounds- Gatsby from humble origins, Daisy from a wealthy family- precluded a relationship, and Daisy ultimately met and married Tom. Jordan goes on to explain that ever since returning from the war and making a fortune, Gatsby has been throwing lavish parties in hopes of attracting Daisys attention from across the bay. Chapters 5-7 The reunion between Gatsby and Daisy is awkward and uncomfortable at first, but over the course of the summer, they begin a full-fledged affair. Gatsby confides in Nick that he wants Daisy to leave Tom for him; when Nick reminds him that they cant recreate their past, Gatsby insists that they can- and that money is the key. Therefore, in my opinion, a future ESL/EFL teacher should know, and be ready to teach the prescriptive grammar rules. This knowledge will help to both structures the teaching process and clarify certain grammatical aspects for the students. In addition, knowledge of the basic rules of grammar will help the teacher to form own sentences correctly, and, as a result, be a good example for the students to follow. So, the correctness of the teacher’s speech adds to the students’ learning. Besides, the teacher must understand the basic rules of grammar because otherwise, one will not be able to teach grammar effectively. While such understanding involves the correctness of the teacher’s own speech, it also requires some additional knowledge that will help to explain to the students why this or that sentences is formed in a particular way. If students do not understand the reasons, they are usually unlikely to be able to form own correct sentences without the supportive examples.
